The Sri Lanka Red Cross Society (SLRCS) is dedicated to reducing the impact of disasters and crises on vulnerable communities across Sri Lanka.

At SLRCS, disaster management isn’t just a programme; it’s a commitment to bolstering community resilience and ensuring swift, effective responses to crises, both natural and man-made. Our mission is clear: to fortify communities against disasters while maintaining organizational readiness for rapid, lifesaving interventions.

The SLRCS occupies a unique, permanent space within Sri Lanka’s national humanitarian architecture. We operate as an auxiliary to the government, bridging the gap between local community realities and international solidarity.

Our Scope & Approach

We embed a comprehensive, multi-hazard paradigm that spans all phases of a crisis:

Pre-Disaster: Strengthening early warning networks, risk communication, and maintaining community-level readiness.

During Disaster: Mobilizing response teams to provide immediate search and rescue, first aid, and life-saving relief.

Post-Disaster: Conducting assessments to implement sustainable recovery, livelihood restoration, and permanent rehabilitation.

Response Priorities & Capabilities

SLRCS responds to natural disasters (such as floods, landslides, and cyclones), public health emergencies, and human-made crises. Depending on the intensity of the disaster, we activate specialized sectors:

Water, Sanitation & Hygiene (WASH)

Well-cleaning, distribution of purified drinking water, and temporary latrine setup.

Health & Psychosocial Support

First Aid deployment, ambulance services, medical camps, and psychological coping support.

Relief & Shelter

Mobilizing Non-Food Relief Item (NFRI) family packs, tarpaulins, emergency tents, and permanent housing solutions.

Livelihood & Cash Assistance

Providing cash grants and cash-for-work initiatives to stabilize families and re-stimulate local economies during major disasters.

Restoring Family Links (RFL)

Tracing missing persons and exchanging Red Cross Messages to reunite families separated by disaster or conflict.

Localized Action & Global Strength

With an extensive network spanning all districts of Sri Lanka, our local branches hold the prerogative to initiate immediate decision-making and relief actions within the first 24 hours of a disaster onset. When local capacities are exceeded, the SLRCS National Headquarters coordinates directly with international partners – activating global surge tools like the Disaster Relief Emergency Fund (DREF) and international emergency appeals to scale up field operations rapidly.

Contact & Coordination

SLRCS maintains close coordination with the government’s Disaster Management Centre (DMC), UN agencies, and civil society partners to ensure a transparent and efficient response.

Geneva Convention of 12th August 1949 and the UN resolution 55 (1) recognizes the Red Cross National Society as an Auxiliary to the Government in its humanitarian activities and its right to act upon its Fundamental Principles of Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.
